Question about a scene(spoiler)

When Ivan is going to catch the boat to escape to Cuba, the guy on the boat puts a ladder down, and tells him to "swim!". But the boat does not slow down, and he gets left behind. Was this intentional(the boat not slowing down), or just a plan that was poorly executed?

The guy who threw him the ladder was only crew member involved in the sea rendezvous, the captain and the rest of the crew were not in on the escape plan.
