Maybe just a matter of definitions...
- To me, "magical realism" means the boundary between 'reality' and 'fantasy' has disappeared. The fantasy can sometimes -but often doesn't- have something to do with either 'magic' or 'defying reality'.
- And to me, "surreal" means reality either severely distorted or looked at in a very bizarre way, so that cause and effect break down and it doesn't quite 'make sense'.
So if I were to use these definitions, I'd say that "magical realism" is in fact the better description of this movie.
