How was he able to make a passport using the child who died in 1931? Wouldn't the passport office have records of the child's death?

Only if they look for it- which they obviously did not.
The British inspector asks his men to check for every passport applications for the last three months then had them checked against death certificates - that's how they got the name Duggan.
