Romulans + Vulcans?

I've never really followed Star Trek closely; maybe have seen about 10 episodes between the original series and The Next Generation. I caught an episode a few weeks ago that had a Romulan character but his features looked like a Vulcan.

Are they the same species from different planets, are they from the same planet or are they completely unrelated?

Yes, Romulans are largely refered as offsprings of Vulcans who refused strict reforms leading to emotionless thinking.
