shareIt would be the animation house, Filmation that has these. I would imagine that most of the cells and backgrounds are tossed back in the day and as a result wind up in the hands of collectors. I've seen many assorted cels and backgrounds at conventions and shows throughout the 80's and 90's I, myself, have a pencil animation drawing of a running Spock that I got on Ebay. Some of it is dark pencil and some of it is blue pencil (including an extra insignia should they wish to reverse the drawing when transferred to a cel)
There have also been limited edition cels made of Trek which were not used in the making of the actual cartoon.
