Ron O'Neil movies

I have seen just about all of the movies that Ron O'Neil stared in, but there is one movie that I can't find. Can anyone out there help me.

I'm looking for a movie on (tv) that he stared in. The movie takes place maybe in the early 1900's (Advantage). He played the character that would summon ships inland so that they would crash on the reef and rocks and then they would plumabge the ship and kill all the crew members.

This method was done by rolling a wagon on the shore with a ball of fire, and the ship would think they were safe. They did this many times. I would love to find the movie or the name of the movie. I don't seem to see it on the list of his movies.
