Blurred arms effect?

My question is this...

What that just a cool effect or is that supposed to be something in particular that a legendary Wushu master could do?

I guess it's open to interpretation, as it's a very artistic thing to do (never really seen that anywhere else).

My take on it is that it has something to do with energy and inner focus combined with depicting the speed that can't really be easily depicted on film, that the opponent would see his movements blurrily, while the audience can still see what is happening.

Also, he could be 'hypnotizing' the enemy and such.

It is a cool effect, though, and I think only Bruce Lee could pull off something like that.
