It's hard for me to call a movie 'bad' if it's entertaining, so 'best bad movie' is sort of an oxymoron for me. If it's the best anything, then it's not really a bad movie. I know "Frogs" is ridiculous, but it's sooo much fun, at times it's really creepy, and it also features some really interesting performers, too.
Probably the best technically-poor film I've ever seen is "Lemora: A Child's Tale of the Supernatural", also known as "Lemora, Lady Dracula". If you're a fan of low budget movies, it's a tremendous achievement, considering it seems to have had a budget of about $50. It's shot in dim environments where it's really hard to see what's going on (if anybody does seek it out, I recommend tracking down the most recent DVD transfer, which corrects a lot of the dim nighttime shots). But my god, the atmosphere in the film is absolutely fantastic and creepy, the subject matter is disturbing, and the overall effect of the film is like watching somebody's nightmare.

Miami Connection comes to mind, though The Apple would be my fave.
