So am I right that in the end Joseph Valachi never reached beyond the level of a two bit punk? He was always part of a crew and never a leader of men. Am I also right that the biggest fish the government ever had on its hook was Sammy "The Bull" Gravano?

Valachi wasn't a leader but he wasn't exactly a "two bit punk" either. He was a made man for decades. At the time of his turning yes, Gravano was the biggest guy to flip (an underboss)but the biggest to flip was an actual Boss by the name of Joseph "Big Joey" Massino was boss of the Bonanno until 2004, when he became a government witness.
