Maybe things were, and are, different in California but Lamont was saying that he and Fred should try to temporarily get welfare to help with their bills they can't pay. I wasn't aware you could get welfare unless you're a single parent with children 18 and under. I think it's still like that today and they call it Temporary Assistance for Needy Families.
