Was it intentional that Garver was being overbearing and clingy towards Tobie while dealing with Evelyn being clingy?

Something I noticed in this film is the fact that Garver really is overbearing and clingy towards Tobie as he is dealing with Evelyn being overbearing and clingy towards him, was this intentional?
I mean, Garver isn't going into full crazy mode and doing things like making copies of house keys and vandalizing Tobie's house; yet, he does show up at her house without calling or giving notice and is constantly trying to nudge her into being with him while she consistently responds by telling him she needs to think about it for a few days.
Was Garver's clingyness towards Tobie supposed to be as highlighted as it was or was it merely a plot point?
