I think what Juan (Rod Stieger) was getting at was "you are all talk, but when it comes down to it, can you back it up?" I don't think the richer was saying he couldn't make a baby so much as he was too stunned and scared to give a proper answer (ie he was impotent due to Juan's power/gun/penis sticking in his face).
Or per the social commentary Leone might have been making: it is easy for the wealthy to talk about what should be done about the poor and the world, but in the end they are nothing BUT talk... they do not have the balls to actually do the hard work or spend their own money to make the change they say is so important.
Or at least that is how I took it.
