Yes I believe that. I believe that the movie is supposed to show whats happening on earth, while Bowman, Floyld Hal are in space. The references to space travel in the film "Men on the moon and men spinning around the earth"..... and in the book Alex says"The moon with men on it." so yeah. I know a poster for 2001 is shown in the movie, so I think that confirms it. There could be another message in Clockwork orange, that man should solve his problems on earth first before going into space.

The existence of the 2001 A Space Odyssey movie/soundtrack album in the Clockwork Orange universe absolutely confirms that they can't be set in the same universe. But believe whatever you want.
