IF the first part of the movie takes place in NEW YORK , then why do the firemen (hosing down the student protesters) wear jackets that say "LBFD", presumably Long Beach Fire Department....? i'm just asking the question....does anyone have the VHS cover ? is it ever stated that this takes place in NYC ?

But to answer your question, it never actually states (as far as I'm aware) that it ever takes place in New York City; but since Allen sets virtually all of his movies there, since he does not really like the world outside, it's a fair bet that it is meant to be New York.
So I'd say it's a goof.
It's entirely possible that Fielding and Nancy went to Long Beach for a protest...entirely possible...

Native San Diegan here. I believe the main distinction of Long Beach, CA is that it's the biggest one. I had also heard of Long Beach, MS and Long Beach, WA. I found many more here:
