Vulnavia's gown???

If any costume designers or dressmakers happen to read this, I'd love some pointers on how to recreate Vulnavia's gown: the white one she wears when she and Phibes are dancing near the beginning of the film.
I have zoomed in and played that scene in slow-mo several times, but I cannot figure out how the costume designer worked all those small points at the edge of the dress to fan out like feathers when Vulnavia is spinning. Any suggestions?

I don't know either but all of Virginia North's waredrobe was great! And a lot of times the actor gets to keep the clothes because they are made for their size. It's probably tucked away in her families attic somewhere.
