Jessica really has no convictions, BTW - she's spouting the Bergermeister's party line at the beginning; 15 minutes later, she's on Kris' side. Kind of a trampy 'ho, if you ask me.
I think it represents her becoming enlightened against the establishment. She says 'Now I see things as they really are' just before she breaks into song. She saw the light and transformed into a counter-culture hippie spy. She kept her position in the 'establishment' in Sombertown, but delivered illegal messages to Kris. She did not use a traditional conveyance like a motor vehicle, but used the forest animals, how natural/granola of her - another counter-culture reference. Although only a captive of love [for Kris] she caught a case of Stockholm Syndrome [http://en.wikipedia.org/wiki/Stockholm_syndrome ] AND IT WAS RELEASED 4 YEARS BEFORE THE PATTY HEARST KIDNAPPING!!!
