Burgermeister
A Burgermeister is chairman of the executive council (or cabinet) in many towns and cities in Germany. The character Burgermeister Meisterburger seems to be the legislative and judicial head of the town.
shareBuergermeister means Mayor I believe. Buerger is citizens and Meister is master.
Like you said he seems to be the sole lawmaker. Unless he is issuing executive orders.
