Why the Low Stage?

It seems like the one thing the really caused most of the violence was people trying to get on the stage. If the stage hadn't been so low there wouldn't have been as many attempts to get on it and the Hell's Angels may not have began to lose their cool. Why was the stage so low?

It's been many years since I've seen this but from what I remember, everyone there was so drugged up and it was so crowded, I think that violence would have occurred regardless of the height of the stage.
