That's the Little Europe section of the Universal backlot. The area is designed to represent anywhere in Europe (or elsewhere in the world as NG shows) by simply changing the language on the street and shop signs. The specific area you mention is called Spartacus Square as the "museum" was originally built to be the entrance to the Roman senate in the Kirk Douglas film Spartacus. This facade also played a museum in the NG episode Hatred Unto Death and acted as the Corn Exchange in Camera Obscura.
Sadly the structure was deemed unsafe and was taken down in 2013. This, along with the fire that destroyed New York and Brownstone streets, means that there are only a precious few authentic NG locations remaining.
