Looking for a possible episode

I have a very early memory of watching a horror related TV show or movie that seemed to have setting at a carnival or circus, and the only scene I remember was there was either a fire or some sort of chaos and the camera slowly panned in to a Charlie Chaplin looking clown or character of some type.

I know these details are extremely limited and vague, but was there any episode of Night Gallery that had such a scene or something similar? I was born in 1976 so I would have seen this on a rerun in 1978-80. Everything I've read and watched of Night Gallery leads me to believe it was either from an episode or a similarly-themed movie or TV show. Any ideas?
