Technically the title was "Sssssss", but it was supposed to be spoken out loud as a hissing noise, so technically it doesn't have any letters at all. It's a noise!
And Derek Jarman's "Blue" was a colour. To get shorter than one single letter you have to think laterally, or find a film that doesn't have a title at all. And in fact there are lots of films that don't have a title, and there was "(Untitled)":
