Lavinia Long
I may be mistaken but wasn't the part of Emily, played by Lavinia Long, the headmistress at the school? I had assumed it was one of the girls prior to watching this delightful film.

There were two Emily's. Emily Mackay, the headmistress, and Emily Carstairs, who makes a brief appearance at the beginning as the new girl who "has six merit badges". She is played by Lavinia Long. Miss Mackay is Celia Johnson. Hope that answers your question :)
