Tell me about it! It is completely ridiculous that Maggie Smith's stella performance can't be got on dvd in the uk. You may be over to switch your dvd player to multi region, and then you'll be able to watch a region one edition. But then of course you have to get one from the US and the p&p alone will be at a stupidly high rate.
If you have the urge to watch it now, it can be found on youtube. But you didn't hear that from me.

Maybe they're under the mistaken impression that - like Dick Van Dyke's accent in Mary Poppins - you're all offended by the movie and how it portrays the Scots?
Have you tried writing to MGM and letting them know you want it released there?

Last night, I was lying back looking at the stars and I thought...where the *beep* is my ceiling???
Look, no Americans have a problem with the way Hayley Mills mangled the American accent in The Parent Trap so y'all are just going to have to get over DVD's bad Cockney accent in Mary Poppins ;) Sometimes we have to overlook things in otherwise excellent movies.
And Muriel Spark was Scottish so how could anyone have a problem with the way the Scots are presented? It's all pretty much right out of the novel.
Usually, you can play ANY DVD on your computer, regardless of region. The screen is admittedly small, but it's certainly better than nothing.
