I'm going WAY back, but does anyone remember a human male character (probably late teens) who always wore a headband, dark hair, wore an aqua colored sweatshirt, always danced on the stair balcony during the neighborhood parties and was seen talking to big bird by saying, "I'm not kidding" or something back in the mid to late 80's? I've since forgotten his name, but does anyone remember who I'm talking about?

No, it wasn't Savion. The guy in question from what I remembered in the 80's looked like Ralph Macchio or something. He looked Italian or Hispanic.
