Hanna Barbara is very anti gun. The only exception would be their cartoon Johnny Quest which was controversial for that very reason.

They had a gun very early on in the series, but Shaggy turned it into a bong.

Guns were definitely out - the guns in (Saturday morning edited versions of) Jonny Quest led to parent group protests, as did the "weird monsters" on "Space Ghost", "The Herculoids", etc.
Plus, none of the kids were old enough to purchase handguns from a professional reseller according to federal law.
One surprising element of Scooby doo and the Boo Brothers is the appearance of guns. Scooby, Shag and Scrappy get repeatedly shot at by the hick neighbor Billy Bob Scroggins who wants to continue the multigenerational Scroggins-Beauregard(Shag's family)feud. The sheriff also uses his gun at one point. Even Scrappy wants to use one at one point and points it at Shaggy by mistake. It also features sister Sadie Mae Scroggins repeatedly sexually assaulting Shaggy! There are more kisses here than all previous series combined. Despite this, I like this movie,and it's really the best of Shag and Scooby's solo efforts.
