Here's the quick runup of the problem:
Right now most of the HB library is owned by WB. WB has two releasing systems for DVD. Warner Home Video and Warner Archive. WA serves as the way for the less popular shows to get on DVD without having to ship them to stores and press out millions.
Most of the HB shows original sets didn't sell well after the initial first batch (as most of the consumers that want them are collectors who bought them when they first came out making a huge drop off), so WHV decided to put those season sets on hault.
Now WA has most of the HB shows, but they don't have the major ones such as Scooby Doo, Smurfs, and Tom and Jerry.
WHV still is holding those series as "maybe we'll release them or maybe we won't." But the good news is that they are slowly going back to put out some of those sets, so we have to hope Scrappy will be out there.
As far as those sets, we know the first two Seasons of the shorts era will be combined with Richie Rich, but the third one raises questions. We thought this tied up the Puppy to them too but it seems WA has now gotten their hands on Grape Ape, which was to be having the same problem with Tom and Jerry.
We aren't sure how much WHV let go to WA, if anything more than Grape Ape (and probably Mumbly), but we have to wait and see.
The longterm good news is that if 10 years from now WA has finished releasing the HB library they have, WHV should have realized by then people would buy thoese Scooby season sets. Keep the hope alive. Superfriends fans are getting their wish to finish their sets done. It can happen for Scooby too!
