I know that Ringo's Billy Shears, but on the album jacket, Ringo's the only one with Sergeant chevrons, which leads me to believe that Ringo is Sgt. Pepper as well, yes?

Paul is, isn't he...? Anyway, it wasn't really Paul. Paul died in a car-crash on November 9th, 1966, and was replaced bt a look-a-like called William Campbell.
However, I once read that apparently Paul is "Billy Shears", however this confused me because it goes "Billy Shears" before A Little Help From My Friends, which was sung by Ringo.
sgt pepper was just something they thought up when they were getting tired of "the beatles buzz" and wanted to reinvent themselves. the idea was to copy elvis sending his cadillac on tour and send their album on tour. they thought it should sound like a new group to go with the new image so in a time when ppl were comming up with names longer (and weirder) than something including all their names together, with a few bells and whistles, they came up with "sgt pepper's lonely hearts club band".
the whole who was who thing, the layout of the song and ringo singing walhfmf u'd think billy shears was ringo, but the hoax thing suggests billy shears was william campbell (supposedly pauls replacement after 1966) billy being short 4 william and shears being that william was a shaving of some sort of paul. i don't think they really intended anything with it, but i'd have 2 say it'd b paul if ne1. george and ringo sort of fell into rank (or sank back, they were tired of it all) if it were john he'd have to b mocking the millitary ranking, where as paul i think saw himself as a front man keeping them all in line and together, and it kinda seems to fit better
