They were changed (and are constantly); this film was 'shot' (no pun intended) in 1967, but released in 1968, AFTER the King and Kennedy assassinations. That would not happen today -- not 'PC'. The Gun Control Act of 1968 was signed into law in October 1968, with many restrictions, including no firearms sales 'by mail'. I don't know just how accurate the portrayal of gun sales herein is, but at some point Calif enacted 'waiting periods', likely around that time, if not before. Calif now has some of the most restrictive gun laws in the world, and they have minimal effect on crime, but make the left-wingers 'feel good', thinking they're 'doing something'. Remember, this IS a 'blue state', run by the Communist (er, Democrat) party!

Not at all. It’s just we have to be realistic about what laws can do. People want gun control to reduce crime, but why do you think it will work? If a man is willing to murder, I promise you, he does not give a rat’s ass about the additional misdemeanor gun charge. A man intent on a mass shooting will not, I promise you, stomp his feet in frustration and go away when he sees a sign on the door on his way into a building that says "no guns" there.
The problem with gun control is best articulated in a quote from the 18th century Italian criminologist Cesare Beccaria (a quote cited by Thos. Jefferson)
“False is the idea of utility that sacrifices a thousand real advantages for one imaginary or trifling inconvenience; that would take fire from men because it burns, and water because one may drown in it; that has no remedy for evils except destruction. The laws that forbid the carrying of arms are laws of such a nature. They disarm only those who are neither inclined nor determined to commit crimes. Can it be supposed that those who have the courage to violate the most sacred laws of humanity...will respect the less important and arbitrary ones... Such laws make things worse for the assaulted and better for the assailants, they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man.”
And the last part of that quote is the crux of the matter: gun bans don’t stop criminals, who flout laws, but they do prevent honest people, who obey laws, from defending themselves by depriving them of the means to do so, so these laws are counterproductive.
Violence in society has many causes: poverty, poor education, parental malpractice, destruction of the family, substance abuse, glorification of thug culture, erosion of traditional norms, etc. All these will have to be addressed. Gun control is a monument to wishful thinking, and the desire for simple solutions to complex problems.
