Leonard Maltin frequently gets the running times of British films wrong, so don't place much faith in his "98 minutes."
The solution is actually pretty simple. When run at its correct projection speed, the full-length film runs just under 87 minutes. This is how it would be seen in theaters.
But the Region 2 DVD was converted into PAL video format, which always causes a 4% speed-up in the running time. (NTSC video, which is the system used in the Americas, does not cause this speed-up.) Thus the PAL videos run about 82 and a half minutes. You're not missing anything; the film is just running slightly fast. (If anyone has "perfect pitch," you'll notice that the music score and Vincent Price's voice are pitched about a semi-tone higher because of the speed-up.) This is an avoidable shortcoming of the PAL video system.
