Who Is Horace Oates Jr.?

Does anyone know who Horace Oates Jr. is or was? He is listed in the movie credits as playing "himself". But who was he in the movie? I somehow missed him, whoever he was. And I didn't find any additional information when I googled him.

He was the young black deaf-mute patient. When the doctor went to his house to examine him, he brought John Singer to translate the questions into sign language.

He was also Deaf himself...he is the only one signing fluently in the movie!
