Who was the smiley guy, who looked out of place?

He seemed to spend quite a bit of the movie walking next to John Wayne with a permanent grin on his face as if to say "Look at me, I'm standing next to a legend".
At first I thought it was Patrick Wayne, cos at one point he even stood beside JW with his hand on his hip posing just like him. However Pat Wayne enters the movie later.

I cant remember his character's name, but looking at the IMDB cast list, I wonder if the actor was Faulkner.

Hate to criticise but I have to say, he definitely needed someone to give him a slap and say "wake up and start acting"

I believe you are referring to the actor Edward Faulkner. He was in several John Wayne movies. Here he played Capt. MacDaniel, was became the A Camp commander.
