Who killed the girl at the beginning? I'm confused


That way before Dracula got free, and how come when Monsignor is inquiring why everyone is being a paranoid and superstitious why don't they mention her to him?

The beginning scenes take place one year before the rest of the movie. Dracula was not yet "destroyed" before the priest accidently brought him back.

Yes, it is made plain that this scene takes place a year earlier before Dracula was frozen in the water. The Monsinger tells us this while in the Inn.

Yes. The Monsignor tells us (in voice-over during the carriage ride)that one year has passed since Dracula was destroyed.
