A gentleman is not so fast to let the bullets fly. Besides, if a bullet were to strike Mocata, what is to say it would not make the situation worse by his body possibly leaking fumes which will develop into 666 satan's minions like the black guy with the insane eyes. Perhaps Richleau knew Mocata couldn't be destroyed by natural means due to being protected by the devil. Often times in these cases, procedure must be followed.

Then there is his little jaunt to Soviet Russia (in The Forbidden Territory) with Simon this time, to bust Rex out of a Red jail and dispose of any commissars silly enough to get in his way ( he has Cuban cigars sent him by diplomatic pouch in that one, as he refuses to smoke that filthy stuff the Communists give their serfs).
The Duc is one BAMF. If he does not take the course you describe, it can only be because he knows it will not work.
