I don't think that's the reason. I think that's because of the way words are pronounced: whenever possible, the French dialogue writers try to match translated words to the actors's lip movements. That's why it is virtually impossible (and poor work) to have literal translations when it comes to dubbing. With subtitles, they can just translate without worrying about the way lips move. Sixth floor means 'sixième étage' and ninth floor means 'neuvième étage'. That way, the letter 'v' from the word 'neuvième' will match the letter 'f' from the word 'floor' after 'sixth floor' when the actors say their lines.
'In France, six stories and no elevator are not uncommon'. That's an understatement: they can be seen all over the country.
