I don't know why, but I'm thinking Leeann Tweeden. I guess the thought of her tan body with that shirt, and I think her wicked smile would be great too.

Rose would be a good choice. But, as you say, we need it to be a girl with an ample bosom. That's why I had said Leeann Tweeden. Even though her boobs are fake, her body and her twisted little smile would be terrific for Barbara.
I know it's a bit of a stretch, but I've secretly thought Marilyn Monroe would have been good in that part. I know, silly to think it. She was only a bad girl on screen once in "Niagara." But her breathy voice would have been great for those lines.
Also, you may not be aware of it, but Nancy was about 30 when she did this part. So, we need not confine our thoughts to twenty-somethings.
