Just How Many Zombies Constitute a Plague??
The few in this movie might be considered more of a nuisance, not a plague.
Check out any of the Living Dead movies; Night of, Return of, Day of, etc.
Now those were plagues!!!
The Plague doesn't refer to the number of Zombies, it means the victims showed signs of having a disease before they were turned into Zombies. That's why the local doctor called in the other doctor to find out what was happening.
