I was going to say this reminded me of James Bond, but I see it came out first.

"Live and Let Die" reminded me of Batman because they both open the same way, at a UN meeting with everyone speaking different languages.

"The Spy Who Loved Me" because of the nuclear submarine, though not piloted by P. Eng Uin.

There is no doubt the 2 Bond movies you mentioned were influenced by Batman. Also Octopussy was as well. The scene at the circus where Bond dresses as a clown was a clear reference to the Joker
