Was it the police, who were looking for the "smugglers" that (inadvertently?) shot Bathalzar?

It was Customs agents. The town is near a border, and one of the ways Gerard makes his "living" is by stealing goods, running them across the border, and selling them. They stole some perfume and other stuff, then they stole Balthazar to make the trip, then in the process of crossing the border, Customs agents saw them and took shots at them. The men escaped, but Balthazar got hit.
