The big difference is that Bay has budgets Allen could only dream of. Then again if Allen had that kind of money to throw around he would have made a dozen TV shows at a time, not a couple.
shareI think Allen put all his money into the pilots. Once it was sold to the network he had the sets and he would go from there.
