Police commissioner Gordon or Inspector Henderson from Superman? I don't recall neither of them ever being able to solve a crime

Good question.

Henderson was dumber. He thought he could solve a crime and looked busy while failing.

Gordon realized he was incompetent and let Batman do the heavy lifting. If it wasn't for Gordon, O'Hara would have acted like Henderson.

I just watched an episode of Batman where Bruce and Dick are on vacation. Gordon and O'Hara admit they must solve a crime themselves. Gordon was self-aware unlike Henderson. So as posted above: Henderson was dumber. He thought he could solve a crime and looked busy while failing.

Henderson clearly was the dimmer of the two. Gordon had the sense to hire an Irish cop with a sweet sweet brogue.

Gordon knew when to call in Batman.
The look of panic on his face that time he called and found out Batman was on vacation was priceless.
