The guy who says that in the restaurant looks exactly like the guy dancing at the club in A Hard Day's Night:

It's the guy at about 2:10. Is it the same guy? If so, what's the actor's name?

Same guy indeed. His name is Jeremy Lloyd, and the only other thing I remember him in is the late-60s "Laugh-In" show.

Oh yeah, he was also in 'The Wrong Box' as one of a succession of classmates who meet an untimely death at the beginning of the story. If you like "Help!" you should check this one out; similarly off-center humor and a great British cast.
