Yes it is indeed the same actor - Donald Pleasance as the Dark Hermit.
he also appears in JESUS OF NAZARETH as one of the Wise Men - Melchior

Donald Pleasence has portrayed other Biblical characters on-screen, such as Pontius Pilate in The Passover Plot and Nabal in A Story of David.
He has also portrayed other characters living in ancient times, such as Clodius in Warrior Queen.
Pleasence was very good & very creepy in here.
