shareas I understand it all prisoners of a certain Rank (Sergeant, Lieutenant, Private, Colonel) and further sub divided by Nation; would be clustered together at the very least in different sections...
HH while only focusing on 5 Heroes in one Barracks showed that 15-20 men actually occupied that Building... and I believe it was stated in one episode that the Barracks numbered up to 20? which would only account for 400 men...
Real POW Camps housed as many as 10,000... so what we saw of Stalag 13 would have maybe 1/20 of a real camp so it's possible they all would have been under one Commandant, with several levels of Rank on the German side between 'the Schultz" and "the Klink" but in no way would they have occupied the same room
as you may recall from the Crittendon Episodes, when two people of equal Rank are present the time at that Rank is used to decide authority... so aside from preventing a real chain of command, it also meant that any internal chain among Equals that forms could be upset with new arrivals (either naturally occurring or through intentional transfers)
yet hogan and his men are stationed in stalag 13 for an ongoing and specific mission; countermanding orders, not rank, would be needed.
