I think it has to be from an episode but I don't know which one

Yes, it is. And it was just shown today on AntennaTV. The scene is from Season 2, Ep. 2 (21 Sep. 1966), titled "Water, Water Everywhere".

The main storyline was about the water wells of several local residents going dry whenever someone else drilled a well, water rights, and the silly local water laws in the Hooterville area.
