That's right, when they devised the plan, Stefano is dead. But remember the video Shane is watching about the "person in the park feeding the pigeons"? We the audience don't see it, but it alludes to the "mystery" that the old man is still alive, MAYBE!

As for using Mr Mascolo, it was a final and wonderful tribute to a fine actor, who can never ever be replaced.

I didn't say the pigeon feeding was a memorial to Mr Mascolo, but that he appearing at all, was the tribute. It wasn't Will because it looked like Stefano.

The guy feeding pigeons that looks like Stefano is meant to suggest Stefano is really alive.
