Why did the English dub change it from Venus to Mars?

Because there is a much greater chance of life existing on Mars than on Venus

My assumption was because this was during The Cold War and the US and USSR had split their attention between the two planets (American government and media focused entirely on Mars and ignored Venus, along with most of the American public even if it is the brightest "star" in the sky). The U.S. Market then would have been a little more put off or confused by a focus on Venus, or at least that's what the dubbers had in mind.

That's just wrong that the translator didn't stick to the original and essentially censored the film to fit American culture. I'd be curious to know who made that decision and if it was discussed or done by one individual.
