It was 100% business. No sentiment at all.
Griff was a ladies man and knew right from the start that Kelly was a hooker. That's why one of the first things he tells her when he gets out of bed is to go to the next town to sell her champagne.
On the other hand, Kelly also knows from the start that he's the city cop. So, she goes to his place in order to obtain the "license" to sell her "merchandise".

It was both. It was consensual sex for pay. As another post says, they were onto each other from the start. In fact, Griff and Kelly were well-matched. I half expected them to end up together, but not especially happy, as a kind of bittersweet ending.
