No one else was supposed to be in the room so I think it was just a case of bad 'special effects' and editing. The wig was probably supposed to fly off her head revealing her bald head but when that didn't happen the director pulled it off. I would guess they tried to edit it out but it wasn't done very well or they simply overlooked it.
I think it's things like this that caused the movie to end up on the 'worst movie of all time' lists. Another very odd thing was the placement of the school and/or playground just outside the jail. Who would let their child play where any random criminal, especially some pervert that might be under arrest, could not only watch the kids but also communicate with them from the window. How bizarre.
The story, itself, isn't so bad. I enjoyed it; mostly because from the beginning I didn't know what was coming next. Even in the end I thought it would be one of those sappy, out-of-the-blue endings in which Kelly and Griff come to the sudden realization that they love each other and decide to get married. I'm happy she opted to move on even though the town embraced her.
