Does Anyone Else Think UNCLE Is Outmatched by THRUSH?

It first occurred to me watching Season 4 that THRUSH is a much more competent organization. One of the five heads of UNCLE is a THRUSH agent (The Summit Five Affair), and THRUSH has an agent ready to graduate from UNCLE's survival school (The Survival School Affair).

While UNCLE has a clear win against THRUSH in The Ultimate Computer Affair, in The Foxes and Hounds Affair, Waverly puts an innocent woman in danger, who Ilya fails to keep out of THRUSH's hands, and UNCLE loses the mind-reading machine that Merlin was willing to give them, and the only reason THRUSH didn't manage to get away with the machine was dumb luck. On top of that, UNCLE presumably got the cop who was gassed in the car with Solo killed. In the very next episode, The Discotheque Affair, UNCLE fails to get the records Carver was transporting to THRUSH Central, but THRUSH manages to disrupt three UNCLE courier operations that they launched in retaliation UNCLE's going after their records.

UNCLE almost seems inept at times in comparison to THRUSH.
