How long does it take a Marine to get promoted?

I saw the episode with the visiting Congressman (another Andy Griffith, alum), and he was talking to Gomer, and took a liking to him, asking him how long he had been in the Marines, in which Gomer tells him 3 1/2 years. The Congressman acted stunned that Gomer would be in the Marines that long and not have made Corporal by that time. was that unusual?

I was never in the service but know people that were. From what I gather any of the branches want to see a promotion while in the first hitch. 3 1/2 years w/o a promotion means Gomer was in his second and last hitch in the peace time Marine Corp.
